The 2015 Book of Reports and Memorials (BORAM) is now available online. This book summarizes the activities of each area of ministry over the last year and contains the proposed ministry financial plan for the next biennium. The information in BORAM will help guide the 400 delegates to WELS’ 63rd biennial convention, which is being held at Michigan Lutheran Seminary, Saginaw, Mich., July 27-30, under the theme “One in Christ.”
One of the important items of business at the convention is approving the ministry financial plan for the next biennium.
“The ministry financial plan is not just a budget,” says Rev. Mark Schroeder, president of WELS. “It’s really a description of the ministry we carry out and the resources used to support that ministry. The proposed plan includes support for four to five new home missions, expanded work in existing and new world mission fields, assistance to confessional Lutheran church bodies around the world, and continued support for our ministerial education schools on all levels. Even though the plan features no increase in synodical support, expanded work is possible because of the expected payoff of the synod debt and increased funds from other sources, including reserves and significant grants from the WELS Church Extension Fund and WELS Foundation.”
In addition to the areas of ministry, some special synod committees also submitted reports for this year’s BORAM, including the Ad Hoc Commission 2, which was created through a resolution passed at the 2013 synod convention. Rev. Joel Voss, second vice president of WELS, is chairman of the commission. He explains that the commission’s report lists 13 topics considered by the commission as well as its recommendations. Voss notes, “Those topics run the gamut of our synod’s work—administration, finances, home and world missions, synod schools, etc.”
The WELS Hymnal Project and a committee working on plans for celebrating the 500th anniversary of the Reformation in 2017 also report on their progress in BORAM.
Memorials are also included in BORAM. A memorial is a formal request to the synod convention for specific action. Additional memorials to the 2015 convention may still be submitted, but the President’s Office must receive them by June 15 in order for them to be considered. One printed copy of BORAM is being mailed to each delegate, congregation, and male called worker. These printed copies should arrive the week of May 18.
